The New Line Copenhagen – Ringsted (NLCR) is Denmark’s first High speed railway which will run between Copenhagen - Vigerslev and Ringsted stations. The objective of the NLCR is to ensure a railway connection from Copenhagen to Ringsted over Køge, as shown in the figure below, and to enable accomplishment of the “one-hour-target”, a political vision for connecting large Danish cities within one hour. The NLCR is part of the line Copenhagen-Odense, where another upgrading west of Ringsted together with NLCR will allow traveling by train from Copenhagen to Odense in 58 minutes.
The New Line Copenhagen – Ringsted (NLCR) is built sequence wise over several years, with a completion year of 2018. Design and Construction have been divided into several contracts (Tender packages or TPs). Each of them has to obtain an Authorisation for Placing into service (APIS) from the Danish NSA.
The project milestones
The milestone in the CSM process for each APIS is that the ISA will issue a Safety Assessment Report together with an Amendment 1 (4 weeks after starting operation) and Amendment 2 (6 months after starting operation). The milestone in the “EC” Verification process is that the NoBo will prepare an “EC” Verification Report and an “EC” ISV Certificate, in accordance to Directive 2011/18/EU.
TÜV SÜD Danmark provides railway safety assessment services and NoBo verification (ISA and NoBo services) on 8 Tender packages concerning Conventional Railway sections of the New line (i.e. connecting to existing stations and other works along existing railway line). The works on four of TÜV SÜD’s TPs are started and one Safety Assessment Report is been delivered for the time being. Three others are expected to be delivered within the next 6 months together with a couple of “EC” Verification Reports. We have made one full-day audit on one of the TPs and we intend to carry out an audit per TP. The audit showed compliance between the documentation for design and execution and the actual project construction.
