The Decree defined varnishes and coatings as finished material, usually prepared from organic matter, applied on a substrate in the form of a film to create a protective layer and / or to confer certain technical properties.
USA: Big changes to Proposition 65 warning regulations
Providing a 2-year transition period, the new warning regulations require business to provide more detail to consumers and will effective on 30 August 2018. Until then, businesses may use either the old warnings or the new ones.
USA: Maine proposed decaBDE and HBCD as priority chemicals
The environmental protection department of Maine announced a notice, and proposed a rule to designate two flame retardants - decabromodiphenyl ether (decaBDE) and hexabromocylododecane (HBCD) as priority chemicals.
USA: California lists Pentachlorophenol complex mixture under Proposition 65
The California Environmental Protection Agency’s Office of Environmental Health Hazard Assessment (OEHHA) added Pentachlorophenol and by-products of its synthesis (Herewith complex mixture) to the Proposition 65 chemical list.
Under the CSPA, manufacturers and importers of children’s products should report to Ecology if the product component contains one or more Chemicals of High Concern (CHCC). It covers products for children under the age of 12. The expected effective date of the amendment will be in January 2018.
China: Compulsory certification on lighting equipment

India: India establishes mandatory Indian language support for mobile telephones
On 24 October 2016, MEITY (Indian Ministry of Electronics and Information Technology) has released an official notification to mandate the use of Indian language support for mobile phones. The notification will apply with effect from 1 July 2017.

Mandatory double capped fluorescent lamps Thai Standard TIS 956-2557, 2014 approved on 29 September 2016 by TISI, prescribes the general safety requirements for double-capped fluorescent lamps for general lighting purposes.
