A nationwide vehicle inspection program to support overall road safety and traffic
In 2002, the Ministry of Transport in Turkey began discussions with TÜV SÜD on how to create a modern system of vehicle inspections to solve the country’s road safety challenges. The existing vehicle inspection system was not able to deal with the high vehicle accident and fatality rates.
The existing system suffered from the following problems:
There was an insufficient number of stations.
No proper testing equipment was available.
Staff were not properly trained to conduct inspections.
In 2005, TÜVTÜRK was established to provide a modern vehicle inspection system based on the model found in Germany, but customised to meet the requirements of the local market.
The project, which included construction, IT infrastructure and employee training, was completed in just 18 months. Working with the Turkish Ministry of Transport, TÜVTÜRK was able to design and roll out a network of 189 inspection centres and 81 mobile stations within this time period. These centres were outfitted with state of-the-art facilities and technology, supported by an integrated IT system for appointment setting, real-time data processing and data storage. All of these stations were accredited to the TS/EN 17020 standard by 2008.
To operate the vehicle inspection network, TÜVTÜRK recruited and trained 2,200 employees by 2007. In addition, TÜVTÜRK trained and managed a network of 47 business partners in 81 cities across the country.
Impact on road safety
The first vehicle inspection station was launched in 2008. In the subsequent years, Turkey has benefited from several improvements in road safety, as follows:
Over five million inspections are carried out each year.
Traffic fatalities have been reduced by 40 per cent.
The inspection failure rate of vehicles has decreased from 43 per cent to 37 percent.
The vehicle maintenance and repair sector has experienced a 30 per cent increase in revenue, indicating that defects are being detected and subsequently repaired.
