EN 300 328 - changes to wideband testing requirements
EN 300 328 is used to demonstrate compliance with Section 3.2 of the European Union’s Radio Equipment Directive (RED), covering wideband data transmission equipment, such as WiFi, Bluetooth and Zigbee devices, which operate in the unlicensed 2.4 GHz ISM band.
After June 12th, 2017 manufacturers and/or importers can no longer place a product on the market with compliance against EN 300 328 V1.9.1, which was harmonised to the RED’s predecessor, the Radio and Telecommunications Terminal Equipment (R&TTE) Directive. They must instead use RED harmonised standard EN 300 328 V2.1.1.
EN 300 328 V2.1.1 is now cited in the RED Official Journal. This means that manufacturers can begin to issue their Declaration of Conformity to the new version of the standard and self-declare compliance using RED Annex II, with no Notified Body involvement required (providing all RED Article 3.2 harmonised standards applicable to the product are cited in the RED Official Journal). However, a Notified Body can still be involved in the compliance process on a voluntary basis if for example the manufacturer’s customer requires this.
Key changes to the standard include:
Inclusion of ‘receiver blocking’ as a new requirement (test of receiver throughput) in addition to the existing blocking test of adaptivity mechanism.
Inclusion of an alternative test method for Power Spectral Density.
Modifications required for alignment with the Directive 2014/53/EU.
Reduction of minimum number for hopping frequencies for non-adaptive FHSS equipment.
Removal of exemptions for medical devices.
Products will not be able to be automatically grandfathered to the new version. If a product is compliant with version V1.9.1, additional receiver blocking testing would be required, as this is a key change and new inclusion to the RED Article 3.2 essential requirements. Other forms of retesting may not be required, but applicants must update their RED Technical Documentation (previously called a Technical Construction File for the R&TTE Directive), detailing how the changes in version 2.1.1 do not affect the compliance of their products. The Declaration of Conformity (DoC), must then be updated to V2.1.1. We would also advise that an updated application form is included in the Technical Documentation.
