Evaluation, testing and support in the authorisation process for placing into service of the Talgo Hotel Train Moscow-Berlin
TÜV SÜD Rail GmbH has been providing support in the approval of a hotel train to operate on the Moscow-Berlin route since 2012. In addition to support over EC certification of the complete train and the production of expert reports on national regulations in Germany, TÜV SÜD Rail GmbH is providing assistance in EC certification of components at vehicle level. The project has currently progressed to the stage of testing running characteristics and is scheduled for completion in 2016, when the hotel train will be placed into service.
The train, developed and produced by well-known rail vehicle manufacturer PATENTES TALGO S.L., is scheduled to operate on the route from Moscow to Berlin via Belarus and Poland – a total length of approximately 1865 km. It is also planned for operation as a night train during the planned 2018 Soccer World Cup in Russia. A total of three complete trains have been produced and designed for maximum speeds of 200km/h. The locomotive-hauled trains have a total length of over 260 metres, comprising 20 non-separable units plus a locomotive.
As the hotel train will be travelling over European standard gauge (1435 mm) tracks as well as Russian wide-gauge rails (1520 mm), regauging of the chassis is necessary en route. A special feature of the hotel train is its automatic regauging, made possible by movable running wheels. Regauging takes place at walking speed on permanently installed regauging installations at the border between Belarus and Poland. In contrast to the past, when the bogies of the rail cars had to be laboriously exchanged, automatic regauging is a major advancement in technological progress, saving time and enhancing passenger convenience. The hotel train also features passive tilt technology, electromagnetic braking and single axles with idler wheels.
TÜV SÜD Rail GmbH can provide its customers with a full range of services from a single source, from assessments and vehicle testing to component testing and support in the process of obtaining authorisation for placing into service (Inbetriebnahmegenehmigung or IBG), granted in Germany by the Federal Rail Authority (EBA). TÜV SÜD Rail GmbH acts as a one-stop service provider with central contacts and liaisons.
In addition to support in the approval process for Germany and the issue of and assistance with documents required for approval such as proof of evidence, expert reports and single dossiers throughout all specialist areas in accordance with the Administrative Act governing the authorisation for placing into service of rail vehicles (VV IBG) and performed by experts with National Safety Authority (EBA) accreditation, we are providing assistance with the process of obtaining the IBG for operations in Poland.
Testing operations concerning European technical specifications for interoperability (TSI) are the responsibility of Railcert, a 100% subsidiary of TÜV SÜD Rail GmbH. The testing facilities of TÜV SÜD Rail GmbH at Görlitz and Halle/Saale coordinate the required tests concerning braking technology, running characteristics, aerodynamics, acoustics and electromagnetic compatibility (EMC). Extensive tests on special circular test circuits and test routes, some even taking place on the main rail network, are organised. For this purpose, TÜV SÜD Rail GmbH specialists equip the hotel train with complex measuring technology.
On behalf of TÜV SÜD Rail GmbH, a three-member project management team, consisting of Anton Linssen, Uwe Rönsch and Dr. Jennifer Paulin who are responsible for the overall project, test centre and inspection body respectively, is responsible for the proper implementation of the project. Due to Mrs. Paulin’s language skills, Talgo has a project manager at hand who dominates the manufacturer's own language, which simplifies the coordination of a pan-European team and accelerates the overall project realisation.
