In April 2015, the European Commission (EC) submitted a draft amendment to the World Trade Organization (WTO) to add Entry 46a as a new restriction on nonylphenol ethoxylates (NPE) in textile articles under Annex XVII to the REACH (Regulation (EC) No. 1907/2006).
The scope of the proposal is limited to textile articles which can reasonably be expected to be washed in water during their normal lifecycle.
”Textile articles” are proposed to mean:
any unfinished, semifinished or finished product which is composed of at least 80% textile fibres by weight, or
any other product that contains a part which is composed of at least 80% textile fibres by weight.
The proposed restriction is expected to be published on the Official Journal of European Union (OJEU) in last quarter of 2015 and there will be a 60-month transition period, meaning the new restriction will apply by end of 2020.
