The European Union’s restriction on nonylphenol ethoxylates (NPE) in textile articles was published in the Official Journal on 14 January 2016 as Regulation (EU) 2016/26. This amended Annex XVII to REACH regulation by adding a new entry – Entry 46a.
The scope of this new restriction is limited to the textile articles which can reasonably be expected to be washed in water during their normal lifecycle. ”Textile articles” mean:
any unfinished, semifinished or finished product which is composed of at least 80% textile fibres by weight, or
any other product that contains a part which is composed of at least 80% textile fibres by weight.
Below is a summary of the restriction on NPE in textile articles.
Textile articles which can reasonably be expected to be washed in water during their normal lifecycle.
Example of products within the scope:
Clothing (e.g. for people, toys and animals);
Fibres and yarns;
Fabrics and knitted panels;
< 0.01% by weight of textile articles or each part of textile articles
Second-hand textile articles;
New textile articles produced, without the use of NPE, exclusively from recycled textiles.
